A large variety of exotic marine life thrives in these reefs …the water is so clear that visibility often reaches 100 ft and more.

It's such a fantastic marine environment that the president of Mexico recently declared the area the Cozumel Reefs National Park. This is a federal regulation directed at protecting the reefs from further commercial exploitation… get the point ?
